🌍 International Shipping Information – Please Read Before Ordering
At Todd’s Seeds, we proudly ship our products to growers around the globe. However, due to agricultural regulations in different countries, it’s important to understand that shipping seeds internationally comes with unique requirements and responsibilities.
All prices listed on our website are in U.S. dollars (USD).
Know Before You Order:
Seeds are considered a regulated agricultural item in many regions. Before placing your order, please check with your local Department or Ministry of Agriculture to confirm what is permitted for import. You are responsible for complying with your country’s import rules, including any necessary paperwork, permits, or certifications. Import duties, taxes, and related fees are the buyer’s responsibility.
While many smaller international orders are processed and shipped quickly, certain destinations or crops may require documentation that can delay dispatch by a week or more. If you’re unsure, contact us at [email protected], and we’ll be happy to help.
⚠️ Important Notes on Specific Items:
Soil & Fertilizers:
Most countries do not allow soil-based products to be imported, including seed starting kits with loose soil. However, hydroponic-friendly growing mediums like jute mats, coco coir (e.g., Minute Soil), and similar alternatives are often accepted. Fertilizers are generally restricted.
Hard Goods (Non-seed Items):
Items such as trays, sprouters, and accessories that do not contain soil, seeds, or fertilizers typically ship internationally without issue.
Returns & Refunds:
Our quality guarantee applies worldwide. If your seeds are returned to us in unused, sellable condition, we’ll issue a refund for the product cost. However, we do not refund original or return shipping for international orders.
📄 International Documentation
Phytosanitary Certificates:
Some countries require a certificate issued by the USDA to confirm that your seed shipment complies with local regulations. This certificate is not included automatically and must be requested during checkout. It cannot be issued once your order has shipped. Please note that obtaining a phytosanitary certificate may add time to your order and requires a fee.
Certificate of Origin:
In certain countries, a certificate stating where the seeds were grown may be necessary. This document is issued by the Chamber of Commerce and may require additional processing time and fees. If needed, please let us know during checkout.
Import Permits:
If your country requires an import permit to clear agricultural goods, it’s your responsibility to acquire and submit it in advance. If a permit includes special requirements we cannot meet, we may be unable to fulfill your order with documentation.
You may choose to proceed with an order without documentation at your own risk. If customs in your country seizes, destroys, or delays your shipment, we cannot be held responsible.

A full list of countries, required documents, and known limitations will be maintained and updated on our website. If your destination country is not listed, we still may be able to help.

Afghanistan – Requires a phytosanitary certificate.
Albania – We are unaware of any restrictions.
Algeria – Requires a phytosanitary certificate.
Angola – Requires a phytosanitary certificate. Post entry quarantine may be required.
Anguilla – Requires a phytosanitary certificate.
Antigua and Barbuda – Requires a phytosanitary certificate and an Import permit.
Argentina – Requires a phytosanitary certificate and an Import permit.
Armenia – Requires a phytosanitary certificate.
Aruba – Requires a phytosanitary certificate.
Australia is very difficult. In addition to a phytosanitary certificate, many species are restricted/prohibited, including cucumbers, melons, peppers, squash, sesame, adzuki bean, and soybeans.
Bahrain – We cannot meet import requirements. This country requires that all imported seeds be treated with a broad-spectrum fungicide. Our seeds are not treated, and we do not treat them.
Bangladesh – Requires a phytosanitary certificate.
Barbados – Requires a phytosanitary certificate.
Bermuda – Requires a phytosanitary certificate.
Benin – Requires a phytosanitary certificate and an Import permit. Post-entry quarantine may be required.
Bolivia – Unknown – check with the Department of Agriculture or equivalent.
Botswana – A phytosanitary certificate and an import permit are required. Post-entry quarantine may be required.
Brazil – Requires a phytosanitary certificate and an Import permit.
British Virgin Islands – Requires a phytosanitary certificate.
Burkina Faso – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Burundi – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Cabo Verde – Unknown – check with Department of Agriculture or equivalent.
Cambodia – Requires a phytosanitary certificate.
Cameroon – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Canada – Canada allows the importation of seeds but does require additional documentation if quantities of seed exceed a certain amount. Canada allows the importation of a small amount of fertilizer (under 10 kilograms) and hard goods are never a problem. Please see our full Canada shipping policy page for more details.
Central African Republic (CAR) – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Chad – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Chile – Requires a phytosanitary certificate and an Import permit.
China – Requires a phytosanitary certificate and an Import permit.
Colombia – Requires a phytosanitary certificate and an Import permit.
Comoros – Requires a phytosanitary certificate.
Congo, Democratic Republic of the (DROC) – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Congo, Republic of the – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Cote d’Ivoire (Ivory Coast) – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Dominican Republic – Requires a phytosanitary certificate and an Import permit. Post entry quarantine my be required.
Djibouti – Requires a phytosanitary certificate
Ecuador – We cannot meet import requirements.
Egypt – Requires a phytosanitary certificate and an Import permit.
Ethiopia – We are unaware of any restrictions.
European Union, (EU) – Requires a phytosanitary certificate
French Polynesia – Requires a phytosanitary certificate
Hong Kong – Requires a phytosanitary certificate.
Iceland – We are unaware of any restrictions.
India – Requires a phytosanitary certificate and an Import permit.
Indonesia – Requires a phytosanitary certificate and an Import permit.
Japan – Requires a phytosanitary certificate. All seeds that are exported to Japan are subject to blotter testing on arrival.
Jordan – Requires a phytosanitary certificate and an Import permit.
Kenya – Requires a phytosanitary certificate and an Import permit.
Korea, South – Requires a phytosanitary certificate.
Kuwait – Requires a phytosanitary certificate.
Lebanon – Requires a phytosanitary certificate and an Import permit.
Malaysia – Requires a phytosanitary certificate.
Mali – Requires a phytosanitary certificate.
Mauritius – Requires a phytosanitary certificate and an Import permit.
Mexico – Requires a phytosanitary certificate and an Import permit.
Morocco – Requires a phytosanitary certificate.

Oman – Requires a phytosanitary certificate.
Paraguay – Requires a phytosanitary certificate and an Import permit.
Peru – Requires a phytosanitary certificate and an Import permit.
Philippines – Requires a phytosanitary certificate and an Import permit.
Qatar – Requires a phytosanitary certificate.
Russia, Russian Federation – We cannot meet import requirements.
Saint Kitts and Nevis – Requires a phytosanitary certificate and an Import permit.
Saint Lucia – We are unaware of any restrictions.
Saint Vincent and the Grendines – Requires a phytosanitary certificate.
Samoa – Requires a phytosanitary certificate.
Saudi Arabia – Requires a phytosanitary certificate.
Seychelles – We are unaware of any restrictions.
Singapore – Requires a phytosanitary certificate.
Sint Maarten – We are unaware of any restrictions.

Trinidad and Tobago – Requires a phytosanitary certificate and an Import permit. Our seeds are not treated, and we do not treat them.
Uganda – Requires a phytosanitary certificate.
Ukraine – Requires a phytosanitary certificate.
United Arab Emirates (UAE) – Requires a phytosanitary certificate.
Uruguay – Requires a phytosanitary certificate.
United Kingdom (UK) – Requires a phytosanitary certificate.
United States of America (USA) – We can ship any of our products to all 50 U.S. States, Puerto Rico, Virgin Islands and Guam. Please see our US shipping policy page for more domestic shipping information.
Vietnam – Requires a phytosanitary certificate.
Venezuela – Requires a phytosanitary certificate and an import permit
Yemen – Requires a phytosanitary certificate.
Zambia – Requires a phytosanitary certificate.
